Formats and guidelines
To assist backstopping offices in preparing the evaluation, and to ensure a minimum amount of uniformity in the approach for comparability of results, the standard formats and guidelines should be used. The terms of reference and the report format and guidelines should not be viewed as a straight-jacket. Rather, they may be adjusted as necessary in order to ensure that the essential information and analyses particular to the project result from the evaluation as well as the more generic analysis. Thus, issues of particular interest to a project which are known to the backstopping office should be highlighted in the terms of reference, and appropriate analysis made in the evaluation report.
Draft terms of reference and CVs of proposed evaluators should be forwarded to the Senior Evaluation Officer for review and clearance. The resulting evaluation report, summary assessment questionnaire and evaluation summary should also be provided to the Senior Evaluation Officer at the conclusion of the evaluation in electronic format as a Word document.
