Subsidiary bodies of the Commission on Narcotic Drugs

Subcommission on Illicit Drug Traffic and Related Matters in the Near and Middle East

 

The Commission on Narcotic Drugs established the Subcommission to serve as a consultative body that would provide the Commission with a regional perspective on dealing with illicit drug activity in the Near and Middle East.  The functions of the Subcommission are to facilitate cooperation and coordination in regional activities directed against illicit drug traffic, and to identify priority issues in the area and formulate recommendations to the Commission for addressing these issues.  The Subcommission reports directly to the Commission on Narcotic Drugs and meets annually for a period of four days.  It was established by resolution 6 (XXV) of the Commission on Narcotic Drugs and by ECOSOC resolution 1776 (LIV).

The members of the Subcommission are: Afghanistan, Azerbaijan, Bahrain, Egypt, India, the Islamic Republic of Iran, Iraq, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Oman, Pakistan, Qatar, Saudi Arabia, the Syrian Arab Republic, Tajikistan, Turkey, Turkmenistan, the United Arab Emirates, Uzbekistan and Yemen.  States from outside the region may attend as observers.  Relevant intergovernmental organizations, as well as United Nations bodies, are also invited to attend the Subcommission's sessions.

Meeting of Heads of National Drug Law Enforcement Agencies (HONLEA)

These bodies were established to further cooperation in drug law enforcement activities at the regional level.  They identify salient policy and enforcement issues in their regions, establish working groups to analyze the issues, and then bring their reports and recommendations to the attention of the Commission on Narcotic Drugs.

 

Asia and Pacific region

Membership is open to any State or territory that is a member or associate member of the Economic and Social Commission for Asia and the Pacific (ESCAP).  Other United Nations Members States may be invited as observers at their request.  The meeting takes place annually.  HONLEA Asia and the Pacific was established by ECOSOC resolution 1845 (LVI).

Membership is open to any State that is a member of the Economic Commission for Africa (ECA).  Other United Nations Members States may be invited as observers at their request. The meeting takes place annually.  HONLEA Africa was established by ECOSOC resolution 1985/11.

Membership is open to any State that is a member of the Economic Commission for Europe (ECE).  Other United Nations Members States may be invited as observers at their request.  As of 2007, the meeting will take place once every two years.  HONLEA, Europe was established by ECOSOC resolution 1990/30.
