FUNDING 2008:

Voluntary donor pledges to UNODC reached an unprecedented level of $250 million in 2008, an increase of 39 per cent.

Largest contributors were Brazil, Canada, Colombia, the European Commission, Germany, the Netherlands, Norway, Sweden and the USA.

Co-funding from UN agencies, international organisations and the private sector amounted to almost $20 million, an increase of 68 per cent compared to last year.

UNODC Resources

For the years 2008-2009, the UNODC budget is approved at a level of US$332 million. Approximately US$37 million of that amount will be provided from the UN regular budget, with remaining US$295 million expected to be raised through voluntary donor contributions.

Voluntary donor contributions comprise two types:

1) General-purpose funds (GP), i.e. unearmarked voluntary contributions which finance UNODC's executive direction and management, and 2) Special-purpose funds (SP), which are earmarked voluntary contributions to finance UNODC's technical cooperation and other substantive activities at Headquarters (Vienna) and in the field.

In 2007, voluntary contributions were pledged to an amount of US$177.6 million. This represents an increase of 26% compared to last year (2006: US$141.6 million) and 100% rise over the last three years.

 

The distribution of the voluntary contributions in 2007 was as follows:

  • Special-purpose (SP) funding - US$162.9 million (91.7%)

Voluntary contributions to the activities of UNODC are provided  by governments, grouped into "major donors"and ëmerging and national donors", UN Agencies, Inter-Governmental Organizations, International Financial Institutions (OFOs) and private donors, including private sector entities and foundations.

Partnership Development

Due to its multi-faceted mandate, UNODC seeks to expand its partnerships with a wide array of development organizations and donor agencies. While the focus and nature of each partner relationship is specific, the overall aim of UNODC is to strengthen its partnership at both policy and operational levels so as to leverage its know-how, resources and operational capacity. Among the recent developments are the cooperation agreements with the European Commission and consultations with various international financial institutions, namely the Asian Development Bank, the World Bank, the Inter-American Development Bank, the OPEC Fund for International Development (OFID), and the International Fund for Agricultural Development (IFAD).
