UNODC's mission is to contribute to the achievement of security and justice for all through making the world safer from drugs, crime and corruption. In Myanmar, the present Country Programme translates this vision into a platform for strategic action. It has been developed by UNODC in close consultation with the Government of Myanmar, civil society organizations, development partners and other UN agencies. The Myanmar Country Programme builds upon the foundation of UNODC's consistent presence in the country, strong partnerships developed over 30 years of cooperation with national and local counterparts, and physical access to vulnerable geographic areas. The Programme elevates project-based experience to a more substantial and coherent programme approach.



Myanmar faces a number of challenges relating to drugs, crime and criminal justice. To support Myanmar, UNODC places a strong emphasis on:

  • Tackling the most pressing drug and crime challenges in Myanmar, including the interrelated issues of corruption, weak law enforcement and criminal justice
  • Providing normative services to assist Myanmar in the adaptation of international norms into national legislation and policy
  • Enhancing data collection and analysis to increase knowledge and understanding of drugs and crime issues; and
  • Offering specialized expertise at the regional level to address challenges that are often better dealt with using a common regional or sub-regional approach.



In line with UNODC mandates, the Myanmar Country Programme responds to these challenges via five inter-related Sub-Programmes: (1) Transnational Organized Crime and Illicit Trafficking, (2) Anti-Corruption, (3) Criminal Justice, (4) Drugs and Health and (5) Sustainable Livelihoods and Development. Within each Sub- Programme are the outcomes and outputs UNODC aims to achieve in partnership with the Government of Myanmar and other stakeholders.
