ESTABLISHMENT OF A NETWORK OF DRUG TREATMENT CENTRES
This programme module is a component of a comprehensive Demand Reduction Programme for Pakistan. The overall programme aims at reducing drug abuse in the country through two sub-programmes: 1) Drug Abuse Prevention and 2) Strengthening Treatment and Rehabilitation Services. This programme module is part of Sub-programme 2 and has been designed in the context of the recent initiative taken by the Government of Pakistan to establish a replicable model of a drug treatment and rehabilitation centre in Islamabad supported by UNDCP through this sub-programme. This programme module aims at establishing a network of drug treatment centres through strengthening treatment and rehabilitation services at existing centers in public and private sectors. Participating centres will be linked through a mechanism of information and experience sharing within Pakistan and, in addition, benefit from participation in UNODC's Global Programme on Treatment Centres.
OBJECTIVES
To establish a network of treatment and rehabilitation centres to deliver quality service
To assess the availability and needs for treament services in areas with high drug abuse prevalence and review treatment modalities and approaches on the basis of UNODC's Rapid Situation Assessment 2000.
Establishment of a Treatment Task Force in each Province to identify participating treatment centers (approx. 16 in total), to advise stakeholders and to monitor project.
Provision of intensive training to staff at selected treatment centres.
To assist NGOs, CBOs, educational, health and religious institutions in the development and implementation of community based action plans for drug abuse prevention in 16 target districts.
To strengthen outreach services (referral and rehabilitation) through NGOs.
Establishment of a system of treatment data processing in each centre participating in the network for monitoring, reporting and research purposes.
Networking and Coordination through semi-annual meetings of focal points of treatment centres and chairpersons of Task Forces.
