Thirteenth United Nations Congress on Crime Prevention and Criminal Justice

Doha Declaration Adopted

The Thirteenth Congress on Crime Prevention and Criminal Justice adopted the Doha Declaration on integrating crime prevention and criminal justice into the wider United Nations agenda to address social and economic challenges and to promote the rule of law at the national and international levels, and public participation.

About

The Thirteenth United Nations Congress on Crime Prevention and Criminal Justice was held in Doha, Qatar, from 12 to 19 April 2015. The overall theme, agenda items and the topics for the workshops of the Thirteenth Congress were determined by the United Nations General Assembly in its resolution 67/184 and reiterated in its resolution 68/185 adopted on 18 December 2013. The General Assembly also advanced preparations for the Thirteenth Congress through its resolutions 65/230 and 66/179. At its 23rd session in May 2014, the Commission on Crime Prevention and Criminal Justice dealt with outstanding organisational and substantive matters and recommended a draft resolution entitled "Follow-up to the Twelfth United Nations Congress on Crime Prevention and Criminal Justice and preparations for the Thirteenth United Nations Congress on Crime Prevention and Criminal Justice" for final adoption by the General Assembly, which was approved by the Economic and Social Council on 16 July (ECOSOC resolution E/2014/154). Further information is contained in the most recent report of the Secretary-General on preparations for the Thirteenth Congress.

The discussion guide for the regional preparatory meetings for the Thirteenth Congress and for the Congress was reviewed and finalized by the Secretariat following the 22nd session of the Commission on Crime Prevention and Criminal Justice, taking into account the recommendations of the Commission, as well as additional comments and feedback from Member States.

In 2014, four regional preparatory meetings were held in Latin America and the Caribbean, West Asia, Asia and the Pacific, and Africa. Participants examined the issues to be discussed at the Thirteenth Congress and made action-oriented recommendations for consideration by the Congress.

The overall theme, agenda items and the topics for the workshops of the Thirteenth Congress were determined by the United Nations General Assembly in its resolution 67/184 and reiterated in its resolution 68/185 adopted on 18 December 2013.

Preparations

In its resolution 65/230, the General Assembly accepted with gratitude the offer of the Government of Qatar to act as host to the Thirteenth Congress. The Qatar National Convention Centre (QNCC) in Doha, Qatar, will be the venue of the Thirteenth Congress, to be held from Sunday, 12 to Sunday, 19 April 2015 with pre-Congress consultations scheduled for Saturday, 11 April 2015.

2014 Regional Preparatory Meetings

As recommended by the Commission on Crime Prevention and Criminal Justice, as the preparatory body of the Thirteenth Congress, the General Assembly adopted resolution 67/184, entitled " Follow-up to the Twelfth United Nations Congress on Crime Prevention and Criminal Justice and preparations for the Thirteenth United Nations Congress on Crime Prevention and Criminal Justice", on 20 December 2012 and was reiterated in its resolution 68/185 adopted on 18 December 2013. In paragraph 12 of resolution 67/184, the Assembly urged participants in the regional preparatory meetings to examine the substantive items on the agenda and the topics of the workshops of the Thirteenth Congress and to make action-oriented recommendations to serve as a basis for the draft recommendations and conclusions for consideration by the Congress.
